DWR released a draft memo for public review to summarize DWR’s understanding of the distinction between an appropriative right of exchange and a Water Exchange Project included in a plan for augmentation. DWR will hold two virtual public meetings to discuss the topic. Please send any input on the memo to Tracy Kosloff.
