DWR released a draft memo for public review to summarize DWR’s understanding of the distinction between an appropriative right of exchange and a Water Exchange Project included in a plan for augmentation.
DWR held two virtual public meetings discussing the topic and will present at a Colorado Bar Association water law virtual lunch event on October 19 from noon to 1 (registration). The slides from the earlier meetings, with the additions of some new diagrams, are also available. Please send any input on the memo to Tracy Kosloff.
