- A new eForm is coming soon for Well Construction. When launched (around January 21, 2026), it will replace the GWS-31, used to report the construction of wells, monitoring holes, and test holes. When the new eForm is launched, an announcement will be posted on DWR’s Website that includes a link to DWR’s eForm System Quick Start Guide. The eForm Help Menu buttons will contain tips and additional assistance regarding the process to file online.
- The PDF Form GWS-31 will no longer be available on our website, but DWR will continue to accept the PDF forms through March of 2026. PDF and paper forms will no longer be accepted after the transition period.
- Any well constructed pursuant to Well Construction Rule 10 on or after January 1, 2026 must file a Well Construction and Yield Estimate Report that includes details on the well cleaning and development per Well Construction Rule 10.6. If you are submitting a paper or PDF GWS-31 for a well constructed on/after January 1, 2026 you will also need to submit a GWS-31A to report the well development and cleaning.
