- We have released the Well Construction & Yield Estimate Report eForm to replace the GWS-31 and GWS-31A PDF Forms. You will need to file a unique Well Construction Report eForm for each well, monitoring hole, test hole, or dry hole. Please note, you will need to have an email address and create an account to file the eForm. Additional help can be found in DWR’s eForm System Quick Start Guide and the eForm Help Menu buttons will contain tips and additional assistance regarding the process to file online. Specific requirements for well construction can be found in the Well Construction Rules.
Please note that although the GWS-31 PDF is no longer available for download, DWR will accept this form and bulk submittals through the previous process through April of 2026. Any GWS-31 PDF and/or paper forms received after that date will be returned with instructions on how to resubmit them using the eForm.
- Any well constructed pursuant to Rule 10 on or after January 1, 2026 must file a Well Construction and Yield Estimate Report that includes details on the well cleaning and development per Well Construction Rule 10.6. If you are submitting a paper or pdf GWS-31 for a well constructed on/after January 1, 2026 you will also need to submit a GWS-31A to report the well development and cleaning.
